If you have "smart quotes" set in your preferences, you can't even get "typewriter" quotes from a font that doesn't have left and right double quotes. You can get the typewriter quotes by way of the CTRL/Z requester, or via CTRL/D 00034, without having to delete the "smart quotes" selection in Preferences.
There is a version of Vagrounded Thin on the CD-ROM /Just Fonts/ which does have left and right guillemot characters, but no left and right typographical quotes. However, the apostrophe is slanted, and a pair of them looks about the same as the "typographic" double quotes in the fonts from the better houses (see below). That version of Vagrounded may still be available from the Aminet sites. With this font (created by ZSoft's SoftType) the guillemot characters are in the right positions for PostScript output.
To get a first-class copy of Vagrounded from one of the major houses like Adobe, Bitstream or Linotype-Hell, it will cost you about $30 (US), or a little less per font if you get all four styles.
At one or two steps back from the first-class foundries, VAG Rounded is available in four styles on the Key Fonts Pro CD-ROM from SoftKey (some 1550 fonts on that CD, with a Southern Software Inc copyright). These fonts have single and double guillemot and single and double "typographic" quotes. However, the left and right typographic quotes are identical -- they both slant the same way (that's part of the original Vag Rounded design). The "typewriter" quotes are straight vertical.
A knockoff of Vag Rounded called Vagabond is available on Wayzata's Font Pro Volume 1 "Essentials" CD-ROM, in two styles. As above, the left and right typographic quotes slant the same way. These fonts are copyright by W.S.I. (whoever that is); the CD is from Wayzata Technology, Inc., in Minnesota. You get just 125 fonts for your money here.
The above collections used to sell for around $20, and do generally give you a complete extended character set.
For punctuation marks and some symbols which do not carry very much of the unique characteristics of a font, you can sometimes substitute the characters out of another font: highlight the little gap where the proper character failed to show, and change the font to one that does have the required character. This won't work for accented characters, of course, but it will cover a lot of the cases requiring a quick- and-dirty fix...
