I haven't used "page x of y" notation in a document in a long time so I was surprised to see it using page count for the chapter, not the document. For example, if chapter 1 is 10 pages, chapter 2 is 12 pages and chapter 3 is 8 pages then the first page of chapter 2 is "page 11 of 12" and the first page of chapter 3 is "page 23 of 8".

I've looked around and can't find anything that toggles page count between document and chapter.
