How does one create such a beastie in pagestream? (or can one be created)

Spot Color in PDF? Look at:
http://desktoppub.about.com/cs/basic/g/spotcolor.htm

It's a special mixed ink for printing (to paper, etc.).
Pantone is one of them: based on 8 colors, and a thousand colors (mixes
form those eight), each has its own number (like: PANTONE 433 CVC).

If you have a Pantone Library you can use them in
Disk-drive:\PageStream\SoftLogik\Colors: Pantone® Coated.library,
Pantone® Process.library, Pantone® ProSim.library and Pantone®
Uncoated.library.

In the days of PGS 1, 2, 3 and 4 (?) those libraries came with PGS. But
they asked too much (dollars) from the PGS company (and you), and was
abandoned.
