PageStream does not process an EPS, but simply displays an EPS preview as a place holder. If you created the EPS in PageStream using print to eps file, you won't have a preview. It is still a valid EPS file. Good chance their router software does the same thing. Did they actually try and cut it?
If you really need a preview, some software will add one for you, or later versions of PageStream (I can't remember which right now) will now create one for you when you export the graphic and pick the proper EPS format to export to. So select the object(s) in PageStream and choose Export Graphic instead of using Print.
