Like Deron says: I have many folders, all containing a different version
of PGS5. From what I use only two 5.0.5.8 (the master-PGS  ) and
5.0.5.7 (when PGS5.0.5.8 is not doing what I want it to do =-O ).
If you cannot see or find the PageStream5.ini file, it doesn't mean that
it isn't there! There are hidden files and folders. And PageStream5.ini
is one of them.
You need to make them visible (this is for XP):

Or do a google search for: show hidden files windows xp
I hope that helps finding PageStream5.ini.
