The problem was undoubtedly in the resident font in the printer's system -- no bullet character at the expected position. This happens often with characters in the extended character set (codes 128-255): PC- and Mac-based systems do not always have the same symbol sets, or the same codes for the ones they do have.
Solution #1: Select "No PPD" when creating a PostScript file -- but be sure to set "document" font unload, so you won't be including multiple copies of your fonts. This will send a copy of each font you use along with the file, and will force the printer to use /your/ fonts, not his. (The 93713.pfb downloaded PostScript version of the CS Times Intellifont /does/ include a bullet character, at position 14.
Solution #2 (Awkward): Change the font for each bullet character from whatever text font you are using to a dingbat (symbol) font. If you use the "ding" font from the "standard fonts" drawer, its only bullet is quite large (full character height) -- so you might have to fiddle with its size and placement (It's obtained by striking the lower- case l key).
BTW, there's a trick for making a bullet smaller or larger: From the Text/Line & Fill requester, select /Stroked/ and pick a desired line thickness. For a fatter bullet, make the line black; for a skinnier bullet, make the line white. Half the thickness of the line will be added or subtracted from the radius of the bullet. This is also a crummy way of making a "bold" in a typeface which has none.
