when importing HTML pagestream does not recognize textfiles which
start with the (recommended!) !DOCTYPE tag.
e.g. a document starting with:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Frameset//EN" "http://www.w3.org/TR/REC-html40/frameset.dtd">

is not recognized as a HTML file.
