Yes, the list has to be set so that every application to join has to be
approved by the list owner.

That means that when the owner is busy or on holiday there will be long
delays before you can join.

Unless someone volunteers to do the boring job for Deron & co. I did
just that when the first piece of spam found its way to the PGS mailing
lists, but they don't seem interested. :/
