Well, I've not tried to run PageStream straight from a cli. It probably
doesn't get the proper path passed to it from the cli. I'll try and
reproduce the problem here.

I just got it to run from CLI and it was definitely a path issue: I had to
(temporarily ;^) grant myself write access to /, link the .rsc, and the .ini
file was created in /.
