I test drag out segment from line, as it is described in PDF PageStream
4 User Manual, s. 168. I make two lines joined. Then I try to add curve
handles to lines. I switch to reshaper tool, next select point, hold
down Alt and drag out from the point. Surprisingly, moved is *total
window*. Window manager is captured this composition: Alt-key and left
mouse button dragging (moving with button hold down).
I try use Windows-key too, without success.
I use KDE 3.5 on Debian 3.1 (from backports), but this same appears on
KDE 3.3. I won't change my window manager.

What I should make? I often must make this operation during my average
work with vector graphics

Without changing the window manager settings I don't really see what you can
do about it. I had a similar issue with Open Office: there's a command I
invoke a lot that KDE claims the key stroke for. I finally changed KDE. Maybe
someday PgS will have editable key shortcuts, but most applications don't.
Look at it this way, at least KDE allows you to edit the shortcuts.

This same happens on Fluxbox and Gnome too. It seems as behavior manager
independent.
Where in KDE I can change this? It seems as total XFree fenomenon. I use
Xfree 4.3.

I believe that is a common setting, but X windows isn't doing it -- all keying
for the windowing system is handled by the window manager. If you change KDEs
settings for this it won't have any effect on Fluxbox or Gnome.

How to change the KDE settings? I use SuSE and I know they tweak some of the
interface so it may look different to me than you. To modify KDE settings I
run the KDE Control Center.

I believe the setting you are concerned with is in the "Desktop" section,
"Window Behavior", "Inner Window, Titlebar & Frame" portion of the "Actions"
tab. It sounds like you have it set to:

Modifier key: alt
Modifer key + left button: Move

In my case I have it set to:

Modifier key: Meta
Modifier key + left button: Move

On a "standard" Windows keyboard the "meta" key is the "Windows Start" key to
the left of the spacebar.

If you dig through KDE's settings they are so numerous as to get lost in. I
set mine up years ago and, other than disabling a ctrl-f3 to accomodate Open
Office, I haven't touched it in a long time.
