What about using the Windows key? There are right and left Windows keys, which do map as two different keys... These are implemented into almost every modern PC keyboard...
If you press them alone, they bring up the Start menu, but they are used in Explorer and on the Desktop for shortcuts...
You could directly port over all of the Amiga's shortcuts to them I would expect...
