I don't know if you have been able to solve your loading problems.
I use W10 Pro, I have had problems with Windows installs of PageStream before, its ok at present and is working right now .
My Path is set to: C:\Program Files (x86)\PageStream\
You need make sure that you set things right in Prefs: Folders, Editors etc so the PGS can find what it needs when looks for them, It needs to be set right when the first install begins etc
The only problem I have at present is: Trying to print through the network, From this PC to PC which has the usb connection to TX300 printer,( no go) I have to reload the file to the other PC PGS and print from there
