Since a week I tried to make a new document (been a while: say a couple
of years). Going great.

But now I am stuck to make a new master page. In the Document Palette I
should be able to click to get a new master page.

Nothing, no response.

Is there an alternative way?

Windows 10 (latest version) and PageStream 5.0.5.7 !! (5.0.5.8 works...
but it, relatively, takes ages to start, and it covers my whole screen,
with no way to make it smaller,. And 5.0.5.7 does what it should do -
for me). So, if there is a new version on its way...

Did you just click, or did you drag the master page icon over the
document name? While it might not make sense in a simple document, you
still need to drag the master page icon to the document title.

Otherwise, what happens when you try and drag?
