I've noticed that the document window only refreshes correctly if the
window itself is open from 100 to 50% the width of the screen. Less
than this and the lower portion of the document isn't updated.

Seems to work here. I've got the .14 beta and sized the window as narrow as I
could. For whatever reason PgS was forcing a minimum width, but that was
still less than 50% of the screen width (about 40%).

Are you using Gnome? KDE? Something else? What resolution is the screen at?
How tall was the document window. What was the view?

KDE 3 here on SuSE 8.2. 1280x1024 screen res, tried with the document window
at about 1/4 screen height and also at about 75% screen height. Full page and
100% views.

Any particular sequence of steps? I loaded an existing document and started
deleting objects and otherwise causing text flow throughout the page.

Gnome, currently it wont even open under KDE

Nope I've noticed this on several documents. When the window is
fully open or at least half the width of the screen this happens.

at least half the width? The way I read it earlier was no more than half the
width. But still, that is normally how my windows are and I haven't seen any
problem. Who knows, maybe someone else will be able to reproduce it?
