When creating long documents, it would be beneficial to use Figure
Numbers. However, when I've tried, the first mark gets the number 0.
How do I change the numbers and the order of the marks?

Hello,

Sorry I missed this one.

It gets easy to confuse things, but basically the marks are named not
numbered. When you insert a figure mark's number, it is a number that
starts at 1 for the first figure mark in the document and increases from
there. No way exists at this time to number them from something besides 1.

You will only see a 0 for a figure mark when it hasn't numbered them
yet. It renumbers them when it generates a table of figure marks.
