Deron,
Usually, to me, an option is ghosted when it is not applicable. Since the
whole bar along the top is ghosted it implies that none of these options can be
used. If you're saying that ghosted does not mean that how do I determine which
options are available at any given time?

Could you explain what it is you mean? The toolbar and the menu both
appear to ghost/unghost properly to me.
