If you have a 1/2" rounded corner rectangle, and resize it below 1", what whould you have it do? Then the width gets to be less than the corner radius, the corner radius is made 1/2 the width. Same for height. What did you expect to happen?

Bad tip. Seems some are hold overs from the Mac. Thought I got them all... There of course isn't a command key on Windows. In fact, for qualifiers, Windows stinks.
